October 2026 marks a new stage in the digital transformation of public administrations.
In France, discussions around the deployment of AI in public services are increasingly focusing on governance and the role of humans.
In Dubai, the shift is going even further: on October 5, 2026, Dubai Future Foundation announced an accelerator dedicated to Agentic AI, bringing together 33 government entities and designed to explore more than 300 citizen-focused use cases.
In Abu Dhabi, the concept of “AI-native government” is also becoming part of the conversation. These signals point in the same direction: after digitizing public services, governments are now exploring how AI can make them more intelligent, proactive and integrated.
In the October 6, 2026 edition of La Minute IA by Syrine on Express FM, Wassim Ben Larbi and Syrine discussed this shift among the key AI developments covered during their daily segment. Following the on-air exchange, MEDIANET takes the analysis further by exploring what this evolution could change in the way public services are designed.
With E-Gov, the main objective was to digitize administrative procedures: turning paper forms, physical counters and paper-based files into digital portals and workflows. AI-Gov introduces a different stage: AI Agents could progressively understand a request, retrieve the necessary information, interact with several systems, prepare specific actions and support citizens throughout their journey. Public portals could therefore evolve from simple digital interfaces into true service orchestrators.
This evolution does not mean government without humans. The more an AI Agent is able to act, the more important it becomes to define what it is allowed to read, recommend, prepare or execute, and when human approval becomes mandatory.
Trust, traceability, data security and human handoff therefore need to be designed into the service architecture from the start. The challenge is no longer to choose between AI and humans, but to define the right combination depending on the context and level of risk.
For African governments already engaged in digital transformation programs, AI-Gov does not mean starting again from scratch. Government portals, digital identity systems, APIs, interoperability and business applications can become the foundations on which future AI-augmented public services are built.
The evolution could therefore follow a progressive path: Digitize → Interconnect → Automate → Agentify.
The next generation of public services will probably not be measured by the number of AI Agents deployed, but by their ability to genuinely simplify the citizen journey while remaining controllable, explainable and supervised.
For MEDIANET, this evolution naturally extends the expertise developed in E-Gov platforms and complex systems integration. After digitizing citizen journeys, the next challenge will be to design services capable of understanding, orchestrating and anticipating needs, while allowing humans to take back control whenever necessary.
